A recognized and accredited institutional ethics review board that will serve as a resource for the ethical conduct of research involving human participants.
Our Mission
Protect the rights and welfare of human subjects who choose to participate in Biomedical, social, and behavioral science research.
Introduction
Respect for persons, beneficence, and justice were the three ethical principles stated in the Belmont report of 1976 when doing human research. These three ethical principles stood the test of time in the history of clinical research. It established guidelines for basic ethical principles, informed consent, the assessment of risks and benefits, and subject selection.
The Quezon City General Hospital Institutional Ethics Review Board (QCGH IERB) cornerstone has these three ethical principles for the building that will house human researchers. Around the cornerstone are the Declaration of Helsinki, first Adopted by the 18th WMA General Assembly, Helsinki, Finland, June 1964 with subsequent revisions the latest of which is 2013, ICH GCP Guideline, Standards and Operational Guidance for Ethics Review of Health-Related Research with Human Participants 2011.
This SOP contains general and specific guidelines from the National ethical guidelines for health and health-related research of 2017 as mandated by the Republic Act No. 10532, otherwise known as the Philippine National Health Research System Act of 2013, of which Section 12 states that the Philippine Health Research Ethics Board (PHREB), created under DOST Special Order No. 091 s. 2006, shall ensure adherence to the universal principles for the protection of human participants in research. Development of the SOP was also done following the 2020 PHREB SOP workbook.
Purpose
To provide specific guidance for research involving humans and taking into account the continuous and rapid advances in healthcare and science and technology related to health, with a view to ensuring respect for the rights and well-being of all individuals and communities involved in health and health-related research.
Functions
Scope
It applies to members of the QCGH IERB and its subcommittees who are charged with conducting an independent review of research protocols with human participants presented by hospital staff, residents, QCGH interns, and other investigators/proponent.

Functions
- Develop, recommend and implement guidelines for ethical review of research protocols
- Ensure satisfactory review of submitted research protocols according to SOPs
- Issue ethical approval for approved research protocols.
- Issue waivers for protocols that do not meet the definition of human research in the NEGHHR 2017.
- Ensure the protection of the rights and well-being and safety of human participants in research.
- Ensure the protection of the integrity of scientific data.
- Address and respond to the concerns of research participants and other stakeholders.
