History
The Department of Family and Community Medicine of the Quezon City General Hospital started as Community Ambulatory Health Care Services in 1973. This was essentially a service-oriented section of the hospital, catering ambulatory patients seeking consultation at the out-patient level.
In 1987, the Community Ambulatory Health Services was renamed as Department of Family Medicine. It was established primarily with the family as the focus of health care and was envisioned as both service and training in nature. The services were strengthened by being the first contact care of ambulatory patients in the hospital. From triaging of patients, the Department handled all primary care cases providing continuing and comprehensive care, descriptive of Family Medicine.
In 1990, the Residency Training of the Department was organized and duly accredited by The Philippine Academy of Family Physicians (PAFP) under Phase 1. After three years, the First Full Accreditation status was granted. In 2002, the Sitio Militar of Barangay Bahay Toro was assigned by the City Government as the adapted community of the Department. Thus, the Department is now recognized as Department of Family and Community Medicine that aims in patient-centered, family-focused, and community-oriented primary care management.
The services provided by the Animal Bite Treatment Center emanates from the Republic Act No. 9482 or otherwise known as “Anti-Rabies Act of 2007” and the Implementing Rules and Regulations of the said act. The center under the Department of Family and Community Medicine, follows components of the program mandated by the law such as giving post exposure prophylaxis to all animal bite patients and providing pre-exposure prophylaxis to high-risk population. The law also mandates health promotion through information campaign in the prevention and control of rabies which serves as a backbone for public health which the department implements.
Vision The Quezon City General Hospital Department of Family and Community Medicine, as a Premiere Center for Family Medicine Training and Service, is determined in achieving a competent Family Physician for every Filipino family.
Mission The Quezon City General Hospital Department of Family and Community Medicine is a center providing continuing, comprehensive and holistic care to patients, families and communities through continuous education and relevant research.

The following are the services offered by the Department of Family and Community Medicine during Covid-19 Pandemic – city under Community Quarantine:
General Consult: Telemedicine (Monday – Friday 8am-3pm)
Derma Clinic: Telemedicine (Tuesdays 8am-12nn)
Animal Bite Treatment Center: ER (Monday – Friday)
8am- 12nn: new patients
8am-10am: scheduled follow up patients

Scheduled Zoom Lectures are conducted to tap different communities all over Quezon City, in coordination with the City Health Department and Barangay Health Centers.

Process Flow of consultation at Animal Bite Treatment Center during COVID-19 Pandemic – City under Community Quarantine
Step 1: Proceed to Emergency Room. Be advise that NO FACE MASK, NO FACE SHIELD NO ENTRY IS STRICTLY ENFORCED.
Step 2: Patient is subjected to temperature check. The same procedure will also be applied if there is a companion.
Step 3: Fill-up the health declaration form or scan the QR code (Kyusi Pass).
Step 4: Proceed to Emergency Room Officer-on-duty and wait to be triage to ABTC
Step 5: Proceed to Registration Area, after which, on to the waiting area and wait for your turn.
Step 6: Your name will be called by a FM Resident. Patient will undergo history taking and physical examination.
Step 7: A treatment plan will be formulated at the end of the interview and examination. After which the patient is asked for their consent to treat.
Step 8: After signing the consent, patient will be receiving a prescription.
Step 9: Patient is instructed to proceed to Pharmacy.
Step 10 A: If the patient does not need a discounted price, he/she can directly pay to the cashier and wait for the receipt.
Step 10 B: If the patient is financially challenged, proceed to Social Services to avail discounted price. Proceed next to cashier if there is a need of payment and wait for the receipt.
Step 11: Present the receipt to the FM Resident and wait for the vaccine to be administer.
Step 12: There will be a period of observation after the administration of vaccine. If the patient had no new subjective complaints and with stable vital signs, patient can be discharge with instructions regarding their after-hospital care and scheduled followed up.
NOTE: Follow-up patients must undergo the same steps.

Process Flow of Consultation during Covid-19 Pandemic – city under Community Quarantine
Step 1:
- Register for an appointment through the QCGH Website – www.qcgh.org
Step 2:
- Respond to the message that will be sent via email, text or Facebook messenger for confirmation of appointment (Date and Expected Time of Consult)
Step 3:
- On the date of consultation appointment, the physician will contact the patient via video call through Google Meet, Facebook messenger or Viber.
- A notification message will be sent to the patient 5 mins prior to his appointment, to give him time to prepare for the call.
- If the patient fails to answer, the physician will try to call 2 more times. If the patient fails to answer all calls, his appointment will be considered void and will have to register again to book another appointment with the department.
- If in case the ongoing consultation is expected to exceed the allotted time, a notification message will be sent to the patient next in line.
For New Patients:
- Upon consultation, physical charting for department record will be done.
- Physician may also opt to record the consultation.
- Towards the end of consultation, photos of Laboratory requests and Prescription will be sent to patient via Facebook messenger or Viber.
For Old Patients: (follow up)
- Laboratory results may be sent ahead of appointment time.
- Physician may also opt to record the consultation.
- Upon consultation, physical charting for department record will be done.
