MEDICAL SOCIAL SERVICE (MSS)
The organizational structure of the Medical Social Service is administered by the Director of Hospital, supported by the Assistant Director for Professional and headed by the Chief of Medical Ancillary Services. The section is composed of eleven licensed medical social workers staff with one chief, two supervisors, three social welfare officer I and five hospital social workers. The MSS staff assists service patients, implements programs and services adhered on the laws, policies and procedures and participates activities for continual improvement. MSS has three separate offices located at the main lobby beside Cash Section and two extended offices at the Emergency Room and Out-Patient Department.
The Medical Social Service is an integral component of the organizational structure of the hospital and other health care agency. It continuously evolved from year 1971 with limited tasks in attending emergency referrals and referred cases with limited staff to attend patient’s needs. From the complex and continuing changes, the MSW functions expanded in line with the new directives, mandates and competencies in delivering quality health care services. Medical Social Workers (MSW) plays a vital role in the delivery of quality health care to the public needing medical interventions to improve health condition.

1. MEDICAL SOCIAL SERVICE – Main Office:
The Main office of the MSS operates on 8-hour basis, from eight o’clock in the morning until five o’clock in the afternoon on Mondays thru Sundays and Holidays. The MSS Main Office functions as:
1.Conducts interview, psycho-social assessment, classification and issues MSS ID to service patients. 2. Assists service patients seeking medical assistance for their drugs and medicines, laboratory, diagnostic, and imaging procedures. 3. Attends ward referrals and conducts social case management. 4. Enroll in-patients service with no PhilHealth, inactive and expired validity for availment of Phil Health- Point-of Service (POS) benefits. 5. Prepared referrals and inter-agency referrals to other welfare agencies for medical/financial assistance. |
2. MEDICAL SOCIAL SERVICE – Emergency Room Office:
The MSS Office within the ER premises offers 24-hour services from Mondays thru Sundays and Holidays. The following are its functions:
1. Conducts interview, psycho-social assessment and classification of patients. 2. Issues MSS ID for admitted service patients and orients classification including checklist of requirements for medical assistance. 3. Assists service patients at the ER, Clinical Wards and when the OPD-MSS office is not yet open/after office hour seeking medical assistance for their medicines, laboratory procedures. 4. Attends referrals for social case management. 5. Conducts follow-up to patients/ relatives within 72 hours upon admission for interview, assessment and orients process on availment of and medical social services. |
3. MEDICAL SOCIAL SERVICE – Out-Patient Department Office:
1. Conducts interview, psycho-social assessment and classification and issues MSS card.
2. Assist service patients seeking medical assistance for their drugs and medicines, diagnostic, laboratory and imaging procedures. 3. Attends referrals for social case management. 4. Assists referrals to other welfare agencies and inter-agency referrals for medical/financial assistance. |

SOCIAL WELFARE OFFICER III (Chief)
Job Summary
- Supervises case management activities of all Medical Social Workers.
- Conducts orientation, lectures/training to MSS staff, visitors, volunteers and new employees.
- Supervises MSS activities in various wards as well as monitors dissemination of related information’s to ensure efficient and effective social service delivery system.
- Shall provide overall supervision to MSS staff and personnel.
- Shall plan and administer the programs, projects, services, policies and procedures f the MSS I relation to the total hospital organization.
- Through the COH, shall direct the implementation, coordination and the collaboration of the MSS activities with those of other services within the hospital as well as with the existing health, civic and religious agencies and other philanthropic groups in the community.
- Shall participate in the development of hospital programs and the formulation of agency policies by contributing her expertise on the social aspects affecting health.
- Shall participate in the training programs of the hospital.
- Shall provide direct consultation with the supervising MSW.
- Shall evaluate MSS staff and personnel performance and the efficiency of the service as a whole.
- Shall direct the implementation of the rules and regulations of the Administration and other service in the MSS activities.
- Shall initiate/participate in research undertaking for the promotion of heath standards relevant to the social well-being of the clientele, and perform social action for the implementation of these measures.
- Shall oversee the systematic documentation, reporting and filing of MSS activities.
- Shall determine priority activities and designate workload of medical social workers for the equitable distributions of assignments.
- Shall make monthly, quarterly and annual narrative and statistical reports of the MSS activities.
- Shall participate in the general ward round and undertake periodic ward visits.
- Shall hold regular case and group conferences with the MSS staff and participate in the medical team case conference.
- Shall hold consultative and advisory meetings periodically and when the need arise, with the MSW and other health authorities.
SOCIAL WELFARE OFFICER II
Job Summary:
- Supervises Social Welfare Officer I and conducts case management to special and complicated cases as assigned.
- Shall assist the Chief MSW in planning and administering the programs, projects, services, policies and procedures of the MSS in relation to the hospital organization.
- Shall assist the Chief MSW in evaluating staff performance and the efficiency of the service as a whole.
- Shall supervise the MSS staff in applying the skills and techniques in social case management to achieve a holistic approach in the problem-solving process.
- Shall assist in giving orientation/lectures/training to MSS, allied disciplines, visitors, observers and newly-recruited employees.
- Shall prepare referral letters and other communication necessary for networking, linkages and coordination with community agencies.
- Shall direct the systematic documentation, reporting and filling of the MSS activities.
- Shall schedule assignments of MSS staff.
- Shall participate in social action and research activities.
- Shall assist the Chief MSW in the performance evaluation of the MSS staff and personnel.
- Shall collate the monthly individual report of the MSS staff.
- Shall exercise limited social case management.
SOCIAL WELFARE OFFICER I
Job Summary:
- Under general supervision, evaluates, classifies and conducts social case management to assist patient in their social, emotional and environmental problems.
- Shall perform social casework management on patients with social, emotional and/or environmental problems that affect their medical situation.
- Shall engage in consultation and collaboration with the doctor, nurse and other members of the team for holistic problem-solving approach.
- Shall perform eligibility study on patients’ social and financial capabilities to classify them based on the criteria for the availment of Social Services in the hospital.
- Shall perform social group work functions on patients and family members.
- Shall perform limited community organization activities through follow-up and home visits, referrals and coordination and linkages with other health and/or welfare agencies, philanthropic individuals to meet patient’s needs.
- Shall participate a systematic documentation and reporting of activities.
- Shall perform a systematic education, training and research activities.
- Shall perform other function delegated by the Chief of Service.
