A. History
The Hospital Epidemiologic Surveillance Unit of the Quezon City General Hospital was established since the start of the Covid-19 pandemic in 2020. The unit was established primarily for the collation and reporting of covid-19 suspect, probable, and confirmed cases seen and/or admitted in the hospital. Together with these, other tasks were assigned to the unit to report to the City Epidemiologic Surveillance Unit (CESU) and the Regional Epidemiologic Unit (RESU) of the Department Of Health (DOH); this includes the number of cases underwent Rapid Antigen Test (RAgT) and Reverse Transcriptase Polymerase Chain Reaction (rT-PCR); adverse effects following immunization; reporting on covid-19 bedtracker of the DOH; and other notifiable diseases under the Philippine Integrated Disease Surveillance Response.
The unit used to run under the leadership of the head of the incident command system until 1 year ago where a dedicated head was assigned, giving the unit structure and official organizational mandate coming from the director’s office.
B. Mandate
The establishment of the Hospital Epidemiologic Surveillance Unit is mandated under the R.A. 11332 Section 8, also known as the ESTABLISHMENT OF EPIDEMIOLOGY and SURVEILLANCE UNITS UNDER THE MANDATORY REPORTING OF NOTIFIABLE DISEASE and HEALTH EVENTS OF PUBLIC CONCERN ACT. Under this law, it mandates the hiring and assigning of the Head/Team Leader, Assistant Head/Team Leader and Disease Surveillance Officers (DSO).
